Would you consider taking on an amateur? I'm strapped for cash, and feeling desperate enough to try my hand at this. It will be a personal challenge for me. I've practiced making female models, I've studied cel shading techniques. I've practiced rigging. However, I haven't put my skills to the test in actually finishing a full model. And in full disclosure, my UV and texture game is pretty weak. But I know the basics, so I can do it, if slowly. And besides, your character doesn't have much texture to her anyway.
So essentially, you will be paying a student to test their abilities. I'll take only $50 as a down payment. And then if my progress appears to be meeting your expectation, another $200. And then after I deliver the model to you, and it proves fully functional inside VRchat, the remaining $250.
If you don't like the progress I'm making, then you're only out 50 bucks, and we go our separate ways with no hard feelings.
