that one looks like it was fully made in blender but the best would be zbrush > maya / blender then paint the textures in substance painter / 3dcoat + photoshop

You can do that shit in any 3d sculpting app, this >>1020774 (OP) is done in zbrush that it is more profesional and it has more brushes, you could try sculptgl https://stephaneginier.com/sculptgl/ , it is free and you don't have to download shit.

SculptGl is written by the same guy who went on to create Nomad, which is better and pretty cheap, desktop versions finally available too

Only ears in OP look sculpted to me, everything else could be polymodelled.
