The same plan would have worked just fine even with 47 women, they just needed to wait enough time for Kira to lower her guard then attack at night and overwhelm her sleeping, unprepared defenders. The crux of the problem is Tsunayoshi breaking customs by punishing only one side and allowing Kira to walk away scot-free. And she still doesn't get it despite her aide's not so subtle hints. Truly the worst Shogun, no wonder she is so unpopular.

I think what she means in >>279530558 is that if Lord Asano had been a woman instead of a manly samurai, the disagreement would never have happened in the first place because women would simply give in and cough up the money. The group being mainly men is important to establish the reason for forbidding male heirs. But I think the inclusion of some women in the 47 is to show that anyone could be spurred to action by such an unpopular shogun metering out unprecedentedly one-sided punishments.
