They're not, though. There does exist a trope of the brash idiot American, but there are hundreds upon hundreds of Americans in animanga who are developed characters with actual personalities. If anything the idiot gaijin is a minority stereotype, too. When Doraemon or Yatterman go to New York or Hollywood or wherever the crowds of people are literally just drawn as normal humans.
