She's just responding to bad shit going down, and she doesn't even directly defeat the main villain. Giorno is the one that spurs the entire plot of VA and the one to get the powerup and defeat Diavolo. And yet despite being the most important character in the plot, he's one of the least notable characters and quickly becomes irrelevant in theme. His ascension to boss is basically an afterthought. Static protagonists can still work when they have a fun cast of characters to play off of, like Jotaro (although Jotaro still changes significantly and is not the same person that he was at the start of SC by the end), but Giorno doesn't have any interesting relationships with any of the gang besides Buccellati.
