Goku's Saiyan physiology makes him naturally tougher than Earthlings which is why he resists bullets even before he learned proper ki control. It's also implied that he already has some ki control from Grandpa Gohan's training, because he was able to form a Kamehameha after seeing Roshi perform it once, though it was tiny due to his small ki at the time.

At the level of actual gods, whatever natural toughness Saiyans have over Earthlings would not matter at all.

Goku is naturally tougher than a human even without ki, but not godlike the way he is when he is using ki.
He's tough enough to tank conventional human weapons, but not tough enough to tank Frieza soldier weapons.
His body without ki is only fragile compared to his body with ki.
