They are powerful but you seem to be overestimating them. Cell has a SS Grade 4 equivalent in his perfect form. He is weaker than a hypothetical enraged full power SS1 Gohan. He gets a Zenkai + unlocks a SS2 equivalent and is still below a hypothetical enraged full power SS1 Gohan. This Gohan in a hypothetical SS3 would not be able to defeat Fat Buu. Buu Arc Goku was stronger than Gohan at max power and was unsure if he could beat one of the weaker Buus. If Cell got a Zenkai and unlocked his SS3 equivalent he would be under Fat Buu concretely.
If Cell goes up against Super Buu it's over. SS1 Gotenks is an equivalent in strength to SS3 Goku if not stronger. Gotenks proceeds to get SS3 and Super Buu was still ahead in strength.
Cell would have a very tough time against Super Buu. He might be dumb enough to let him gain a single Zenkai but no more.
Against Buuhan Cell has zero chance. Buuhan has Piccolo's memories and intelligence. Buuhan wouldn't let Cell gain a single Zenkai.

As for the OP question, Buu Arc SS3 Goku would beat a SS3 equivalent Cell.

Hard to say, SSJ3 Goku was as strong (if not stronger) than Fat Buu, who BTFO Majin Bejita, who in turn was on par with SSJ2 Goku. If we take as fact the speculation that SSJ Teen Gohan was actually a bit stronger than SSJ Goku (he thought Goku was holding back against Cell) , we can assume that SSJ2 Goku is more or less as strong as SSJ2 Gohan, maybe a bit weaker even, and the latter "won" against Hyper Perfect Cell.

That's an entirely different discussion in of itself, but judging from the feats I mentioned earlier, I believe SSJ3 Goku would win here.

It's not even a little. Gohan was miles ahead of Goku without any rage boosts. Gohan's training gains were much higher than Goku's.

Cell needed to provoke Gohan to give him a real fight, Goku said that everything was lost unless Gohan got angry and unleashed his potential and Gohan himself thought he had no way to beat Cell unless he brought out his hidden power but didn't know how to yet. Basically every important character in the manga agrees that Gohan SS1 had no chance against Cell.

Gohan was losing against Cell because he was literally refusing to fight back, and I don't remember anyone saying he couldn't win.

It's actually pretty easy to make comparisons between Cell Arc and Buu Arc characters. Goku is definitively above SS2 Gohan full power and Bejita gets to that level when he becomes Majin (stated by Piccolo). 7 years of constant training and Bejita doesn't surpass Gohan while Goku needs to have overpowered dead training to surpass his level.

Notice how I specifically mentioned Full Power enraged SS1 Gohan. We don't know how non enraged Gohan would fare since he didn't go all out but we know enraged he would destroy SPC due to the half/reduced ki statement.
Goku was right to have faith in Gohan. He really was the only one who could do it.

No they are not. When Cell blew up against Goku, he was in his Semi-Perfect form. When he regenerated, not only did he regain his perfect form but received his zenkai at the same time. His Zenkai was a higher boost in power than when he absorbed 18 and transformed from Semi-Perfect to Perfect.

You are conflating Gohan´s rage boost with his normal full power. As stated in the series, rage wakes chi up, multiplying it. That is why a Gohan with a powerlevel of ~1000 managed to charge up a KI attack measured at 2800 in his fight against Nappa by adding his rage boost to his normal power. That is why he could push Freeza in his 2nd and 3rd forms to their limits despite being weaker than Vegeta at the time. Full Power Super Saiyan 1 Grade 4 Gohan is weaker then Perfect Cell who when fighting Super Saiyan 1 Gohan, was still holding back massively. He needed Super Saiyan 2 to definitively surpass Perfect Cell. When Perfect Cell powered up to his maximum, Goku looked visibly worried for a reason.

Oh and if Super Perfect Cell is half as powerfull as Super Saiyan 2 Gohan, then how could he have managed to decrease Gohan's powerlevel in half when 50% Freeza could not manage to hurt Goku when Goku took direct hits?

I think this is a common misunderstanding. Gohan doesn't like fighting the way his father does(WAKU WAKU)and at first he was against killing, but he was never against self-defense. If he were strong enough, he'd have no problem stopping Cell, he actually tried to fight back(pic related)

You do realize that Super saiyan simply multiplies your base power level, right? Goku SS at the end of the Cell arc is like 100 times stronger than he was on Namek.
Goku and Bejita in SS2 during the Buu arc would obliterate Kid Gohan SS2.

I am estimating what enraged SS1 would be based off of the Gohan half power statement. SS2 is a 2x multiplier. Half power SS2 = full power SS1. Half power SS2 Gohan going all out was enough to beat SPC.

Way stronger than Goku, yeah, but still not strong enough for Cell. Gohan clearly says it here, SS1 is not enough, he needs to unleash his hidden powers.
I see the issue here... I never trusted the "official" power multipliers. Gohan SS2 seems more than just a x2 power boost.
