Anything with at least a 10" screen and PPI above 250. Obviously LED screen is pretty important in a black and white medium but just about everything is AMOLED nowadays anyways. Older is usually better hardware-wise, you can easily meet these requirements on a sub-$100 tablet since not much power is required to read manga.
