How new are you?.. 90% of modern day anime is solely made as an advertisement for its source material. Welcome to Japan Ms. Elf is no exception, it's only a great example of the rule. It has a shit ton of characters and plot lines that are abruptly interrupted in order to pique your curiosity and push you towards buying the manga or the LN to find out what happened next. It's the oldest trick in the book.

Is that proven to actually work? It feels like in japan people already the manga/LN anyway, it's the reason why anime even happen. And in the west most people can't be bothered to read a manga. They would rather sit through 100 hours of fillers or wait for years and scream about spoilers instead of sitting down for a weekend with the manga to catch up.

Surely they generate SOME money, because otherwise publishing (and animation) wouldn't be profitable and no one would do it. And when it comes to the amount they generate, manga wins because it creates a constant and reliable stream of income, like a live service, whereas an anime is a big one-off payment. Furthermore, manga sales go directly into the publisher's pockets, whereas in anime's case they have to share the profit with middlemen as represented by TV channels. Because the publisher holds the IP in 90% of the cases, it's easy to see why they see manga as much more important.

Also, Elf-san is not published by Kadokawa. Bizarrely enough, it's published by Japan's Warhammer franchise holder...

The Western market is definitely changing, but Japan is still lagging behind and pretending that nothing has changed because, well, it's Japan. Also any products made with Western sensibilities in mind are guaranteed to flop in Japan (see pozzarus)

I disagree. They gutted the manga to make the story as self-contained as possible. The ending felt more satisfying and conclusive than that of most originals these days. If you told me that the entire manga was adapted, I would've believed it.

No, that's not how it works. A Japanese GW shop is still a comparatively regular GW shop, except it's operated by Hobby Japan because running a business in Japan is a nightmare for western company due to cultural differences in... everything. HJ also owns WotC's distribution rights in Japan (D&D and MtG), so there's that.
