I do agree most of the stuff from 90s had terrible animation and only looked back today with nostalgia.
That being said I think 'soft genres'(SoL, comedy, drama, etc... basically stuff that didn't require heavy animation budget) from 90s and 00s were 'comfier'. I disagree, for its time frame the Bebop dub was incredibly well done, syncing with mouth movements well while staying faithful to the original script and fitting the tone of the setting, all while sounding natural and almost entirely lacking any stilted awkwardness that plagued contemporary dubs. It's the gold standard for a reason.
Speaking of Steve Blum, Big O was another really good one, if you don't count mispronouncing megadeus as mega deuce all the time. Michael McConnohie fucking killed it as Schwartzwald.

I watched Gundam and Macross for the first time 30 years after watching DBZ on TV and loved them both more than anything I watched in the last decade. You don't need good animation to tell a gripping story. Just one person with some kind of vision. Otherwise gcucks would blow MSG the fuck out.

If I've learned anything over all these years watching anime, it's that animation quality isn't the most important thing in a show. Having dog shit animation will hurt your work, but having good enough animation to make your work not look like a 2 cent production is all you need in most cases. There was no season of Initial-D I liked as much as the first one even though all the others clearly had better animation and bigger budgets. There is something about the artstyle and the way the characters were handled that at least for me couldn't be replicated by any of the later seasons.

I don't rewatch anime because who the fuck has the time for that
