Luffy has big ambitions. Goku has none. The reason Goku fights and tries to become stronger is out of pure fun, he likes to fight. Plus even though both of them are not all that bright, Goku is a much more serious character because of his self discipline in training.

Luffy wasn't asexual until Oda made it up for a joke in Amazon Lily

I hate to admit it since I prefer Hancock, but Luffy's clearly Nami-sexual. I think she's the only one he's shown sexual attraction to before, though it gets handwaved away as comedy relief. He's got more important things to do right now, which is why there will be no romance among the crew like Oda said, but anyone who thinks they won't end up together when the man married a Nami cosplayer is deluding themselves.
