Japan, like most East Asian countries, has very strict laws against most narcotics. Dealing drugs carries a very harsh penalty in Japan, not as harsh as China or other countries on the mainland, but far harsher than American punishments.

It's the legacy of the Opium Wars of the 19th century. Everybody saw what opium did to China and learned well the lesson. China itself has possibly the harshest anti-drug laws in East Asia. Dealing drugs is a capital offense and China holds public executions for any dealers they catch. No, really, they actually executed 4 Canadian nationals pretty recently who were arrested on drug charges. They take it very, very seriously.

Sure they are, but in a story, they can make for good conflicts. There was some manga about how someone was confronting the wasted youths about their problems and a lot of them were drug users, probably some teacher type character it was well done example of using drugs in a story. Or how there was a drug addicted gambler in that Tetsuya riichi mahjong manga show showcasing how fucked up the underworld can get in the gambling world. Its just in regards to the story being told, do they use it in warning tales or maybe horrific outcomes as shock value? Either way can be told well to enhance a gritty story anyway.

Their per capita consumption is about average but considering that they're tiny Asians it's very high. And a much smaller percentage go to rehab than one would expect seeing those numbers. It's shameful to be an alcoholic - getting blackout drunk every weekend is just part of business.
