Its the same in Brazilian carnaval. The samba schools are graded 0-10 by the judges, but that's just a front. In practice, grades range from 9.0 to 10, with 0.1 increments so everyone gets a high grade. I don't remember a judge ever giving a grade of 8.9 or lower, but to be fair I haven't kept up with carnaval in decades.
