The plot is Ishiki being mentally tormented by past trauma, inability to act or pick his priorities in life and a relationship with a 13 year old girl that is getting out of hand and he can't/won't do anything about to the point where it will reach a breaking point, just as it did in his past job. Chapters like this are the cracks building up, and eventually we'll get to the park where something breaks.

It's interesting you say that when this manga is probably one of the most deliberate in its plot development. Nothing in it is wasted. Just this chapter we had 1) Fumi's patience with Ayano's mom running out, when he was the one put off by Shiraki saying he didn't like her on ch 6. 2) Fumi's acceptance of Ayano's "you're fine just the way you are" from ch 30, which was prompted by Ayano figuring out Fumi actually cares in the elevator. 3) Minori and Ayano making up, which will probably make the dossier/investigation come up again.

It's as >>280139292 said. Now that Ayano fully understands him, the only roadblocks to the end game are in Fumi's mind. All of his excuses and hangups are being methodically taken down. It's really well done and has almost no fluff.

It's kind of a pain to support multiple categories with Hakuneko's cancerous API, and the maintainer is a faggot who refuses all my PRs anyway.
I have my own custom Python script for ripping from FUZ but it requires a tiny bit of programming knowledge to use so it hasn't been met with much enthusiasm when I shared it before. You're probably best off just using that violentmonkey userscript.
