whether it does a good job or not of doing so is another question and usually the answer is no
especially if it's garbage that presents something desirable to you and then goes out of its way to say it's a bad thing like some kind of phony pretentious lecturing nonsense when all it did was get people to meme about it and enjoy supposedly bad thing even more

Depends on which philosophy and to what extent. As a rule of thumb though if you "learned something" from an anime you didn't, you're just interested in knowing more.

Yes, I particularly like PMMM as a moral framework examining various postures
Kyouko - Tragic Egoist
Mami -Duty bound pillar with fragile foundation
Sayaka - Absolutist / Deontology, breaks when the word fails goodness
Homura - Emotive consequentialist, all else is irrelevant to the ends
Madoka - Messiah figure that promises goodness doesn't lead to despair
People don't actually want moral philosophy though since the world has been colonized by the myth of mental illness (reductive psychology) and bewitchment by grammar.
