I would prefer to not have to choose on the first place. Marina is in the wrong here, obviously, but it's all because of the adults around them. They all are negligent one way or another, and all the suffering happening in the anime is directly or indirectly caused by them, for the most part. Ideally Marina shouldn't have died and all the responsibility shouldn've fallen on the adults' shoulders for them to face the consequences

Reading this, I'm starting to think that schools are unnatural in the extreme and harmful. Kids should be homeschooled, maybe with co-ops for more socialization and efficiency.
The reason adults do nothing is because they don't care about the kids: the kids aren't theirs so they have no stakes and no sympathies.
Were the kids homeschooled by their parents or close relatives, as soon as bullying is afoot, it WILL be stopped. And if it doesn't stop, then the bullies' parents blood will flow, instead of the innocent kids suiciding.
