People kind of expected more from her in general as she was the only relevant female character at the start, which would tend to lead them to believe that she's the main female character despite some other girl being on the chapter 1 cover page. This was only reinforced by Ashihara using her for a Jump Heroines spread over the barely introduced Chika. So they expected a lot more from her, and were surprised by the reality - she was the antagonist of a "deal with the monster of the week while hiding Yuma from Border(i.e. Kitora)" arc that got cut extremely short, and a relatively unimportant character in the grand scheme of things.

The earliest we really get the sense that what's unique about both Border and World Trigger as a manga as a whole. It will become more explicit later, but Border exists an odd, almost antithetical to typical shounen group dynamics: it's a well trained, distributed organization that can properly bring its manpower, communication, and resources to bear to solve problems orthogonaly to the usual "hit them with the cool attack" battles. There's plenty of that too, of course, but seeing a story take resource and manpower management serious is neat to see.

It kind of goes back to the subtle theme of Border being a modern organization. Sometimes inefficiencies appear in one area because it's made up for by efficiencies in others. From what little we've seen of Neighbor triggers, they seem to prioritize cool, distinct shounen powers over standard arms. Presumably this is because we're seeing specialized away teams, but it doesn't seem unusual for them either.

Gunners are "inefficient" in that they trade trion use for easy of use, but this is preferable when you have a huge population to draw from, so you can get people with enough trion to offset the loss and can make it so any lacking in skill can still pull their weight. This is, essentially, why crossbows were popularized. They were actually less powerful than traditional bows of the time, but a proper longbow man took fucking ages to train and were highly specialized. Meanwhile any random asshole could be a good crossbow man. That trade was worth it, in the end.

That crossbow thing is a pophis misconception. Crossbows of sufficient strength to be battlefield relevant were a bitch and a half to load, particularly under duress. They were also very easy to break and expensive to replace. The majority of people that wielded them were well paid professional soldiers. Meanwhile, English longbowmen were commoners with normal day jobs. They did require more physical conditioning, but even that is way overstated. Most of them were not using the super heavy draw weight bows.
The advantage of longbowmen was basically the exact opposite of what is popularly understood. England couldn't field the numbers or quality of knights the French could. Nor could they afford a lot of fancy Italian or German mercenaries. So instead they found a way to weaponize their commoners. It usually didn't work. They lost the hundred years' war after all. But it was a respectable effort.
As for the neighbor triggers, they're likely more standard than they seem. If you sent Tamakoma-1 and another A rank squad with Fujin on an away mission, the neighbors they encountered would have a similar impression about the uniqueness of border triggers. Aftrokrator in particular was definitely sending an exceptional force considering the multiple black triggers and horny people. They almost certainly have more normal ones, as suggested by Hyuse's familiarity with a sword. And the Galopoula guys were probably using some standard ones. In particular, the arm blades they used and the ones on the flying discs looked similar and not that outlandish for a normal trigger.

That's representing black triggers. Theoretically the user's trion would be represented with a green cube like normal and the black cube is for trion of the black trigger itself. Although I don't recall it ever coming up in the manga and the artist was probably just going off the cover with Yuma and his black cube.
I don't think they necessarily possess more trion than people; Chika presumably has more. Their abilities are just super overpowered, possibly due in part to them having their own trion source in addition to the user's to give them more power.

I actually wonder if it would have even been directly bad if he had. If Yuma had been able to convey his identity through Jin to Rindo and Shinoda before anyone was aware he had a black trigger, I think it's likely he could have gotten a face to face meeting. And at that point I don't think Kido would be able to convince anyone to kill him. Even Kinuta would be against it since he likes kids.
That would have still been worse because Osamu wouldn't get his promotion and Yuma would have immediately left and suicided by neighbor, which is probably why Jin didn't suggest that. But I think it's possible that Osamu worrying that he was in danger might have put him in more danger.
