If you ask me, the most "complete" isn't necessarily the best intro. Part of the enjoyment of an intro comes from watching how things get established at first and later develop over time, R isn't enough since Usagi gets the other senshis back all at once and pretty much instantly, then they go straight into continuning their dynamics from the first season.
R works very well as a sequel with a lot of meat, both with new dynamics and working with what was already there, but if I don't think I would be able to appreciate it as much without having watched OG first.

Hell even if you like Chibiusa(and I don't, she is better in the manga story I hear, but in the show she is sort of inconsistent and really forced) you might dislike SuperS for doing nothing of note outside of giving her a moment with the pegasus, who you might not find not really compelling by himself as well.
Stars will be awkward since the first thing you see is Nehellenia coming back to torture Usagi but mind you, that will be the most compelling her character will ever be. You are actually going to be disappointed if you watch SuperS to see wtf was her deal.
