If you look at his designs and then what Toriyama defines as sexy, he clearly isn't a lolicon. Just straight up.
Arale-chan is kind of cute, but he progresses to drawing her as a fat gremlin for a reason, while his adult female characters maintain a focus on their sexuality. Most of his characters younger than 16 end up just trending closer to the super-deformed style he pioneered.
Chichi herself is just parody. She's not portrayed like Blooma, she's just a gag intended for two chapters and then to never be seen again (until she was five years later). Blooma, the mermaid, Lunch, those are all how he actually portrays sexually appealing characters.
Veronica is also just about the only significant loli to appear in the DQ mainline, and his original art for her (not the in-game stuff) just looks non-sexual as ever.
I'm not even anti-lolicon, I just find this constant idea of "Toriyama is a lolicon!!" annoying because I actually read all of his manga and he clearly has a type- 16-25 year old women.
