Akira Toriyama was a lolicon. All the greats in animation and cartooning are lolicons, even in the west. Hayao Miyzaki is a lolicon. Walt Disney and Max Fleischer were lolicons. Your favorite mangaka is a lolicon. That series you like has loli in it, or its creator worked on a loli series, or they have a filthy pixiv full of lolis. The guy who made the character designs for that Megaman game you like is an unrepentant lolicon. That vtuber you watch is a lolicon. The animators who worked on that series you liked were lolicons.
I won't bother guessing at the mechanics behind it, but for whatever reason, creatives in this sphere tend to be lolicons, even if not exclusively.
As for Toriyama in-particular, I think that the prevalence of muscularity in Dragon Ball Z leads people to forget that he LOVES drawing lolis. It's just that DBZ in particular has such a global audience and took off on such a scale that stuff like Arale-chan or even Toriyama's designs for stuff like Dragin Quest and Chrono Trigger get overshadowed. That's how you get Gogeta memes attacking lolicons.

You're transparently a Toriyama newfag that just thinks "oh it's a girl so loli".
If you look at his designs and then what Toriyama defines as sexy, he clearly isn't a lolicon. Just straight up.
Arale-chan is kind of cute, but he progresses to drawing her as a fat gremlin for a reason, while his adult female characters maintain a focus on their sexuality. Most of his characters younger than 16 end up just trending closer to the super-deformed style he pioneered.

Chichi herself is just parody. She's not portrayed like Blooma, she's just a gag intended for two chapters and then to never be seen again (until she was five years later). Blooma, the mermaid, Lunch, those are all how he actually portrays sexually appealing characters.
Veronica is also just about the only significant loli to appear in the DQ mainline, and his original art for her (not the in-game stuff) just looks non-sexual as ever.

I'm not even anti-lolicon, I just find this constant idea of "Toriyama is a lolicon!!" annoying because I actually read all of his manga and he clearly has a type- 16-25 year old women.

It was the DQ team's decision to have a little girl in the party, Toriyama just made the design based on their request, how is that indicative of his preferences at all? Plus he drew her with a wide, goofy cartoony face which makes her look chib, her face is almost a rectangle. Even if you're a lolicon, the little girl NPCs (which were not designed by Toriyama) are much cuter with a more normal face. I don't have the game on PC but if you have a savefile, go to Hotto and look at Connie's face (nice name by the way), it's much cuter and normal than Veronica's wide face. Or compare her child face to her adult face, her adult face isn't a rectangle, it has a normal shape.
