Kido is bluffing trying to strong arm Jin, he is playing with fire because any damage to the city nudges Shinoda into Tamakoma arms, deploying Amo into the city insures outright civil war and Shinoda executing Kido then and there. Kido is just too paranoid of Jin, so that fear most likely pushed him into escalation fiesta and almost killed him. Hell Shinoda was probably going to do something very bad if Kido didn't explain himself properly, Jin saved his ass with his entrance.

Jin could have forced the issue and it would have resulted in Kido being forced to step down. But Jin was unwilling to cause that much internal turmoil. Kido was willing to bet on that and got a free concession in exchange for something he was going to be forced to do anyway.

I don't like how often storytime repeats happen, and it's bizarre how this one is getting a bigger audience than the one in 2020 pre-Bleach and Naruto Storytimes but I'm pretty sure post-Fire Punch.
