The gentler billowing in her hair in the Japanese is better animated than the wild flapping in the Chinese one. The Chinese one is classically trying to get away with less animation by setting the movement speed of what is moving, higher.
The Japanese one also has dust animated in the deeper and foreground layers that isn't present at all in the Chinese one.
Though it's technically not animation the Japanese background art of the trees is better.
Webm's the only part I think the Chinese did better. I like the framing more.
