I've been pushing Professor Edan since after chapter 18. It's been established that the masks didn't know about the connection between Sedona and Theo for years so I think they figured it out because of a slip-up on Theo's part. Namely looking for topics related to the book while in the library.
This page is the one where Edan gets to see what section Theo was in, and despite knowing now that Kiraha is also a spy, I doubt she herself was set to really monitor Theo by this point. I think Edan saw what Theo was looking up and got curious leading to someone mining records from either the Liason or Personnel offices to see if anything interesting surrounded Theo. Leading to an assignment for Sedona 7 years ago to a small village in the boonies.
