Garterbelt's change was done because some time ago the entire japanese animation industry got an appreciation for dark skinned characters which made them change the lip thing because they geniunenly think matching the lip color looks better. The fact he's still the old black gay rapist as we see from the promo art and trailer shows how they didn't take into account western pc stuff.

Only the dub dumpster dogs saw no plot or fun story stuff in the original season because the dub removed all of it. The og show always had story stuff each episode that built upon another, especially in terms of character interaction.

PSG is a reterded chaotic funny show, but it's still a show. It was never meant to be just a series of gags that tik tok kids looked at. This is why almost every ghost villain had some sort of small backstory, or why Stocking and Panty's personalities and coping mechanisms were heavily focused on, or why Brief and the ending situation of Season 1 made Panty look at the world in just a bit more of a serious light.
