It had like 40 volumes I know but it seemed forced to try and be marketed as the next big thing and didn't really catch on in the west.

censorship depends a lot sometimes on the time slot of the anime

An absolutely horrendous anime.
Literally that's it. Totally killed any momentum the series had.

something I noticed is that after Toriko's massive flop Toei hasn't been allowed to adapt a major WSJ series ever since, they only had World Trigger while every other high profile jump series went to Mappa, Bones, Pierrot or Ufotable

I think itโ€™s also due to the fact that the series was food based & author was catfished

After the studio gets their hands on the story, does Shueisha or whatever get no say in how it's adapted?

These are WSJ rankings and you can see the last 100 chapters how much it went down.

my theory is that Shueisha really REALLY wanted Toriko to be the next Dragon Ball so they gave the series to Toei despite the awesome OVA that Ufotable did before believing that Toei still had the touch. Toei probably thought that the series would need to have the violence toned down to be a hit with western kids showing that they learned absolutely nothing with their partnership with 4kids. The icing on the cake was Ufotable making Demon Slayer a global success without toning down the violence.
