We have talked about this before, the mismatch of Border military organization and the general vibe and actions of their agents, it mostly come to:

1. Its a children's manga
2. Due to the necessity to employ children, you can't just go full military, you don't want the attention nor the troubles that come with that
3. Despite being a military organization, they are freakishly small for an army so you are basically an elite cadet school, you need to foster individuality and flexibility to an extent
