I forget if the movie portrays it differently from the manga, but as far as I recall the Sea of Corruption is essentially just an automated process for purifying the planet and the bugs are just byproducts or an extension of it. The Sea will continue to grow until the earth is pure, but the current humans can't survive in the purified land because they've become adapted to the heightened toxicity that exists even outside the Sea.
I can't remember if they actually ever show the totally purified center of the Sea. I got the impression that it's sterile and was awaiting the old humans to seed it with life once the process was done, but I might be conflating that with the more specific idea of the nu-humans being specifically adapted for the purified earth.
