It's both, sometimes at the same time. It's kind of 2 shows in 1, and what is more prevalent depends on the interpretation. The characters are mostly serious, but the author takes a lot of piss too. Watch the room redecoration scene to get a good representation to what the series is like.

In LN there was a bit on how important winning the tournament was for her for political reasons, as she knew she had no talent for politics, so the demonstration of pure strength was her only way to get political capital and not become a puppet. Shadow ruined all hope for that in a spectacular fashion while constantly mocking her, so she didn't take that very well.
