No way, there's a clear goal (the eponymous treasure), path (the Grand Line), and set of power structures to deal with (the emperors, the marines, the government) - and everything in the story is always moving towards disrupting the status quo and unfolding & resolving the long-standing conflicts. The One valid point you could make here is that the franchise has been in a dark age (of sorts) across the 2010s where the crew members stagnated and the Toei anime sucked ass (cheap and snail-paced, among other things).

Buggy is probably the 'best' main contender for "King of The Pirates" since (besides being author favorite) he seems to clearly understand the assignment the best (it's a treasure hunt) and Luffy activating his nigga powers has actively debuffed Luffy against Buggy since Buggy is funnier - he's a literal clown.
