He just hits on girls that's it, doesn't sexually harass at all, he ask for dates and gets pulled away because he has better priories to attend to. Brock never sexually harassed anyone, at worst all you got was unsolicited hand holding. Brock is genuinely harmless, knows when to stop and take things seriously, doesn't hit on every girl he meets and only thinks of dating and then marriage because he was originally motivated by the desire to find a mother figure for his siblings, plus later seasons add to the gag by having him get reamed by Croagunk every time he tries hitting on a girl.
