The first few episodes of fmab were done with the knowledge that 03 already covered this part of the story perfectly so they didn't try to outdo that. They include it in a summarized version solely for the sake of completion with the expectation that interested viewers will go back to 03 if they want the full experience or have already seen it. You only have so many ressources so it's better to focus on what hasn't been done yet.

First Half: 03 > Brotherhood
Second Half: Brotherhood > 03
Overall: Brotherhood
