IIRC the production for season 2 began slightly before all of the chapters that would finish off the material for season 2 were released. However I beleive this was in part due to the production for season 1, the recap movies and then Dawn of Deep Soul continuing basically seamlessly. By that I mean the timing worked out so that they didn't really have to stop and restart production at any point, they just had to adapt to all the covid bullshit. And from working closely with Tsukushi they knew what was going to happen in those last few chapters before he released them.

However by the time season 2 was done airing there was only 1 completed volume beyond the end of season 2 complete and to this day there are only 3 and half. Tsukushi's output has continued to decline and even with volume 14's release in the next month or two I personally do not think there is enough material to fill even 75% of an anime season yet. I'm guessing there will need to be at least 2 or 3 more volumes released before that can happen. Which means 2 to 3 years and then the time it takes for the anime to be produced on top of that, which for a TV season of decent quality is about two years.

So basically it'll be a few more years before season 3 appears.

I think they could start working on another season a while before Tsukushi makes enough material expecting him to release enough by the end of the first year of production. Even if he delays on that he should have the story set and the anime production could work with that.

The way I see it right now is

Now there is also a few extras that have gone unadapted that I think they might have to start including. There's Mio's chapters, the Museum Twins, Jiuro's trip to the seeker camp, Ozens trip to Orth slums, Riko's newest extra, whatever we might get in volume 14. All of those extras combined might equate to a full Episode. But that still only means with the upcoming volume 14 we are only at just over half a TV season. Maybe I am overestimating what they will be able to fit in an episode but even if they were to start production a volume early I think we are still at least 2 or 3 years away from being at that point.

In terms of chapters-to-episodes, that sounds about right. The trouble is it's very hard for them to do a proper adaptation without having a strong idea of where the next ~8-10 chapters are going. As we saw with S2, adapting something to a television format requires significant changes in structure and pacing to make it flow (like how KC integrated the Ganja arc so that it was more interspersed through the first two-thirds of the season), and that's almost impossible to do if you don't have the whole (or at least most) of the picture already.

Production of the second season began around mid-2020, just before or just after Vol. 9 dropped. So by that point the Iru arc was basically ~80% done: Everything about the village of the Hollows, Faputa and her motivations, and the tragedy of the Ganja's backstory had been revealed and all that was left was to wrap things up with the last five chapters of the arc, which were nearly all released by the time production of the second season was announced publicly in mid-2021.

I think the earliest KC could have enough of the picture to start on production is about two years, but of course that depends entirely on Tsukushi's output.

And I think this is the biggest issue right now. KC is certainly in private talks with Tsukushi but there isn't even a solid structure for an arc that could be made into a TV season present in the manga yet. It seems like with chapter 71, based on the spoilers, we may have finally reached the end of the set-up and the inevitable conflict between Undernest and Hail Hex (+ Hello Abyss) might finally be initiated by Sniper-san. But there's also the Orth sub-plot, the looming presence of Kirinia, as well as Neyozel and Rimeyo trailing behind the joint delve. It's like we've reached the halfway point in the arc but the rough flow of how the crescendo of the arc will play out needs to start to take shape before production on the anime can begin.
