we do? even in the west, the statistics for that are around 30-35% at most, and in Japan it's somewhat similar, 1 in 3 individuals have sex before they graduate high school, slightly lower for men and slightly higher for women. most people are NOT fucking before they become adults, and anime tends to focus on the ones that are not fucking, and many characters are in the 13-18yo range in anime.
