I think just the fact that manga is in "anime style" makes it incapable of actually being anything scary.
Plenty if drawings that create the spooks yet not a single manga or anime is ahle to reproduce a similar feeling.

Manga and Anime aren't really that effective when it comes to scaring the reader/viewer. At best, you can paint a picture that gives off an unsettling mood or vibe, but to make something truly scary is to make something rely more on imagination (and to some extent, interactivity). Purely written works that don't describe the horror that's within them are effective because your imagination creates the horror, and you tend to imagine the scariest thing for yourself.

The whole hanging baloons initial chapters by Junji Ito are terrifying.
In general uncanny valley monsters who predate humans have always had an effect on me since I was a kid.
I guess it's the "kill the neanderthals" part of the brain acting up.
