My best attempt at translation: "To achieve the healthy cultural development of manga, anime, and games, regulatory jurisdiction will be transferred to the Agency for Cultural Affairs without any evaluation for economic reasonability of the the manga, anime, or game's value."

Seems kind of like a generic statement, so who knows what their goal is. Maybe someone better than me at moon runes can translate it better. The anime section was pretty tame compared to the other crazy shit in their policy catalog like the section where they brought up "eat ze bugs" or anti-mask stuff (I didn't think it was possible for japs to be anti-mask)
