My assumption was that the mother and daughter agreed to arrange all of these various “accidental” situations in order to get Touko together with the father. My guess is that the mother isn’t lying about her infertility and so they collectively decided to have the younger of them sire children. The strangeness comes from the synchronicity with which they act. It’s like the mother and daughter are the same person the way they are single-mindlessly pursuing the same goal. Not sure if my idea makes any sense, though. They could just as easily be lying about everything and just be attempting to entrap him or something.
