He relied too much on taijutsu for a ninja that didn't specialize in it. Even chidori is just a basic melee combat tool. Part 1 Sasuke would have looked really silly If Rock Lee hadn't spent most of part 1 as a cripple .

That's just most shinobi. Taijutsu, weapon skills, and misdirection are the bread and butter of the rank-and-file, and Sasuke still stands above most genin in taijutsu skills. In part 1, Kishimoto hadn't yet really pushed the envelope with ninjutsu spam, and Sasuke had pretty average chakra reserves.
