No. The episode where they TRY to date has a bunch of hilarious goofs because she's been shot in the ass and he's got no idea. This is a permanent "won't they" state of affairs. It's reserved for the end of the "cold war" when they do some happy ending shit and everything gets revealed, then they kiss and fade to black.

It's comedy first, romance second and drama third. If course most of the show will be episodic comedy. You also have to factor in that the protagonists aren't just them but their daughter too.

Yor may have fallen for Loid but she's still somewhat denial about her feelings.
Loid is too broken to be able to love. He needs a whole arc to get past his childhood trauma in order to be able to accept love.
He gives love to other people especially Anya but he has selfish reason for doing it (the mission plus protecting children from harm)
