Civilian craft is in his way, considers shooting it down but doesn't because he's a softie underneath his cold exterior and because having a MC shoot down civilians wouldn't fly well with audiences.

Doesn't successfully get to Earth. He gets outskilled by Zechs and is forced to make a crash landing. He's immediately spotted and attempts to commit suicide as a response to prevent any information leak but it fails because either his pilot suit was sabotaged or because it was damaged from the crash.

Following failed suicide attempt, he calms down and changes his mission to not just get rid of himself but to remove the Gundam as well. It would have succeeded if Duo hadn't messed with Wing Gundam's self destruct capabilities.

Can someone explain why the writing is so goddamn schizophrenic? Its almost as if each episode had a different writer who was hellbent on sabotaging what the prior episode's writer put down.

Director switch at some point but honestly its clearly intentional as well. The story is meant to portray a confusing situation with people changing sides and factions being split with each episode. The war in Wing is meant to be confusing with no clear enemy and goal.
