The idea that she genuinely loves the children but is more concerned of the collective safety of all of them vs one child needing to meet his or her unfortunate end for the grander good of everyone else reminds me of Logan's run which followed a similar principal. If Emma burned down the house and escaped, Isabella is suppose to tell the children that hardship they will now experience is Emma's fault but if it's the other way around then Emma needs to be punished for letting all the other children escape and the punishment is repairing the mansion while they "locate" all the other children
