It only happened in like 2 times in dragon ball. All the times by Kekhan.

Vegito might count but they also wanted to save their friends, not for the 'fun'. Vegeta didn't held back against Cell, he was about to kill him but then was promised a better fight.
Every other time, there was no holding back. The heroes were genuinely fighting for their lives.

He held back against every one on that list except raditz and cell.
He literally points out to ginyu he can raise his power even more if he wanted.
Both goku and freiza were holding back apparently in their fight if you watch that super crap.
Goku could beat all the androids but had heartburn and irritable bowel syndrome when they showed up.
