Revue Starlight definitely doesn't count. The characters rarely ever sing. Their songs are always the background music. At most, the characters will sing a single verse and that's it.

A musical is when the characters break into song. The characters in Revue Starlight did not break into song. They song one verse every once in a blue moon while the rest of the song plays in the background as the fights completely drown out the music. That is not how a musical works. This is what I'm talking about when I say that they don't follow the Broadway format correctly. A musical when the major story beats are told through song, but that just doesn't happen in Revue Starlight. Instead we get the typical monologue, but with an insert song. What a letdown.

Sing A Bit of Harmony is probably the closest thing we'll ever get to a true anime musical. I haven't seen it yet, but from the clip that I saw, it follows the Broadway format the most accurately out of any other anime I've seen.
