An unfortunate case of a loose thread caused by the adaptation diverging from the source material. He was killed in the manga, but survived in the anime. By the time Sailor Stars was animated, the lesbian household (consisting of Neptune, Uranus and Pluto raising Saturn together) was firmly established in the manga canon and there was no easy way for the anime writers to justify his existence or role on the story save for an outright retcon. It was a necessary evil.

Also Pluto's not a lesbian, though that might be a better option for her.
She's in love with King Endymion. She's also loyal to Neo-Queen Serenity, so she's doomed to pine from afar, since she's got more sense than to try what almost every major villain did before they got vaporized.
