Actually, the industry exists to make products (advertising campaigns) for the people with enough money to fund their creation. 99% of the time the goal is to sell the product to make more money, sure, but this is not always true. See, Haibane Renmei, where the original work was a doujinshi and couldn't be boosted by the anime fundamentally.
