Goku is definitely characterized as something of a dullard, though he is also innocent and generally naive. Usagi from Sailor Moon outright says she's a dummy in the intro to most episodes, and she also struggles in school. It's not even an unusual trait for supporting characters either, like in Yu Yu Hakusho where Kuwabara struggles to get a 50/100 on a test that he studied all week for. Yusuke isn't depicted as dumb as Kuwabara but he's not seen as smart either. Then you have characters like Naruto who openly struggle in intellectual tasks in general. It's not universal, and a lot of recent works in the shounen/shoujo range have included very intelligent MCs, but it's definitely a trope that exists.

Smart and even average intelligence people intuitively understand how to regulate their emotions and what's more, they understand the social utility in doing so. Dumb people don't have the same time horizon, I would argue the real debate is if they even know about a long time horizon as a concept or if they know and just don't care.
