Not really, small towns are out of sight, out of mind when it comes to crime. Large operations take place there because local cops don't have resources to go after these people given they can even identify them in the first place. Some small town politicans and cops can be bribed too so there's that.

The Sonozaki weren't traditionally a yakuza clan, just had a lot of control over Hinamziwa. The yakuza association comes entirely from Akane marrying this guy.
