Was it ever established how powerful Zouken is? He was a super elite at his peak, but is in a severely degraded state by the time of the plot. But, how degraded? Lower than all the other practicing mages in the War, but still higher than the shitters (Shirou and Shinji)? But even if he is not particularly strong in magecraft wouldn’t he still have all sorts of tricks and experiences that make him more dangerous?

ALSO, why doesn’t he simply retire and spend his remaining time teaching at the Clocktower? They’d absolutely take him. It’s made clear that he’s running out of time no matter how much regens so he may as well.

The guy managed to grab a few servants for himself using his worms so even if he wasn't at his prime he was probably the most powerful magus of the 5th war as long as he never had to fight at close range for the most part. As for why he didn't retire it's simple: Zouken just wanted to see Justeaze again. Everything that he did was for him to see the love of his life at least one more time before dying and the grail (the big one, not the bait small cup) was the best way for him to do it.

He might lack raw power in his old age, but he's crafty enough that he'd probably kill everyone bar maybe Kirei. Don't forget that he's also the one who invented the Command Spell system, so he probably knows some tricks in how to fuck with them. His greatest strength lies in just being too fucking hard to kill. He's all over the place as a collective of worms and insects, and as long as the heart worm in Sakura lives he'll always come back until his soul fully degrades.
Rin is the best direct combatant of the masters in the 5th war, but she'd likely get preyed on by Zouken's willingness to use Sakura against her.
Illya is probably safe as long as she's with Berserker, but being apart from him means she's likely getting devoured if she's in a location she can't escape from. She's strong, but can't necessarily deal with bugman.
