No. It's just world building.
"Heaven" being a shit hole is simply something Bleach establishes. You either it or not but it's not something you can say it's badly written or doesn't has a reason to be. It's not as if Kubo is obligated to make the other world a nice peaceful place like in the bible just because.
Same with going to hell because the other world apparently can't recycle very strong souls or whatever
Just another piece of world building that makes this other world a shithole and a very cruel/unfair place.
But not something you can't say it's bad world building just because you don't like it.

the afterlife making absolutely zero sense is a usual problem in japanese stories because japan is a nation of basically atheists who have never had any exposure to religious dogma so when they portray an afterlife or gods in their stories, these elements end up making zero sense from a world building perspective because the people writing them have no foundation to derive from
if you are entirely unaware of the concept of salvation that all religions offer then you cannot portray heaven or divinity in a way that would seem sensible to those who are familiar with the concept

in summation, japanese people are soulless bugs, destined to be devoured by the fires of gehenna
