It's possible Yorkshin cost them more, because there were a lot of civilian/police deaths in a member state, and we don't know the knock on effects of the mafia shakeup that it resulted in. Though Yorkshin could have been a net positive, depending on how the mafia shakeup played out. From the point of view of the V5, they acted in a timely manner and used the rose to take care of the situation before it became a problem.
