It's been established that to have haki you need ambition/willpower, and it's also been established that to use that haki you need stamina. It's also been established that water/seastone saps people stamina/strength on top of nullifying their powers (but not their properties so luffy can still be stretched as shown in arlong park, etc). There even is a line about how luffy is wheezing from exhaustion in the chapter.
Seastone wouldn't prevent a non-fruit user to use haki, but hinders fruit users.

This is my headcanon anyway.
