I would say Susumu but I don't consider him an actual anime composer but more an artist who did some anime work, he only does things he interested in but that's it hints his limited number of titles but if I had to pick over all through out all the years and always quality I go with Yuji Ohno no one more consistent than him.

Personal favourite is Satoru Kosaki of Bakemonogatari fame. He's got a lot of range, not afraid to use wildly different music styles.
